Taiwan is now very close to awarding 3 GW of offshore wind capacity in Phase III of its offshore wind allocation program.
Yesterday, Taiwan announced a shortlist of ten projects spread across six developers.
3 GW of capacity for six developers
The current auction round aims to award 3 GW of offshore wind capacity. As there is a cap of 500 MW per developer, the auction could essentially come down to the six developers competing for 6 x 500 MW, making it likely that everyone on the shortlist will get a piece of the cake.
Potential jokers could however be multi-shareholder structures, which may enable some developers to exceed the 500 MW limit as part of a consortium, and the option for a higher number of smaller projects instead of the simple 6 x 500 MW option.
Next steps to allocate final areas
Several of the ten shortlisted projects occupy partly or fully overlapping areas, so the next step in the auction is a final selection to divide the total 3 GW capacity between the competing developers and projects.
It is therefore assumed that one or both of the projects in each overlap-area – approximately illustrated on the attached map – will be reduced in size or not chosen.
