On 26 January, at the North Sea Summit in Hamburg multiple European countries recommitted to deliver 300 GW offshore wind in 2050 and where up to 100 GW of this would be cross-border cooperation projects. The signed agreements signal a continued commitment and ambitions to continue the offshore wind build-out in the North Sea.

However, 2025 saw multiple unsuccessful auctions due to higher costs, prompting the need for financial support through a CfD design as a key lever to de-risk investments, ensuring the success of competitive tenders and mobilizing private capital.

While most mature European offshore wind markets at the North Sea already provide support or are moving towards (re)introducing it, the key question is how large the support allocations must be to ensure upcoming auctions are attractive.
