Getting the offshore wind market in Estonia off the ground
Estonia holds the largest offshore wind pipeline, with several GW in early-stage development.
However, offtake remains uncertain as no support mechanisms are currently in place, and a support auction, originally planned in 2025, was cancelled and a potential relaunch is uncertain.
To reach Estonia’s target of 1 GW of offshore wind and with a potential re-launch of a support auction on the horizon the question is: Which financing options could help get the Estonian offshore wind market off the ground?
