The slump of offshore wind FID volumes outside China

Bar chart of annual offshore wind FIDs outside China in GW, 2015 to 2026 year to date. 2023 is the record year, and the 2026 year-to-date bar, about 2 GW, is marked 82% below it. Source: Aegir Insights, October 2026.

Final investment decisions (FIDs) on offshore wind projects outside China total about 2 GW so far in 2026, less than one fifth of the 2023 record year. This is the lowest level since 2022, when surging costs and rising interest rates stalled projects worldwide and market interventions added to the uncertainty in Europe.

Only three offshore wind projects have reached FID in the first nine months of 2026. This fall follows failed auctions and a shortage of projects with secure revenue.

What is still to come in the rest of the year, and how is 2027 looking?

Aegir Insights’ newest analysis gives a status on global offshore wind FIDs, diving into:

  • Offshore wind FID development outside China by year since 2015
  • Projects with FIDs reached so far in 2026
  • Developers targeting FID in 2027 that could contribute to a partial rebound
