Aegir Insights’ Q3 2025 Quarterly offshore wind market update outlines how the global offshore wind market is slowly growing, despite auctions troubles and delays across markets, but also amidst landmark wake agreements and first auctions inching closer in new markets.

🔹 At the end of Q3 2025, a total of around 40 GW of offshore wind capacity is fully operational globally, while 30 GW is under construction (excluding China).

🔹 Four offshore wind auctions were concluded in Q3 2025, with South Korea announcing winners of their H1 2025 PPA auction, Germany attracting no bids for its pre-investigated sites N-10.1 and N-10.2 and France reporting mixed results, with an unsuccessful AO7 but a successful AO8 auction round, awarding their largest project to date with 1.5 GW.

🔹 Q4 2025 could be particularly active with more than 10 auctions expected to launch in both mature and emerging markets across Europe, Asia-Pacific and the Americas.
