Global offshore wind capacity awards slowed in H1 2025, with around 8 GW being granted in auctions, which is a large decline compared to the second half of 2024 where around 31 GW was awarded.
In Europe, new capacity was successfully awarded in Estonia, Germany, and the United Kingdom, while Australia continued to lead activity in the Asia-Pacific region, while also several auctions across Europe and the Asia-Pacific region were launched during H1 2025.
Despite a slow first half of 2025, momentum is building for auctions to begin in H2 2025. More than 10 markets are seeing ongoing and new auctions initiated in the second half of the year, with over 30 GW expected to be launched globally.

Opportunities in the Asia-Pacific region
There has been significant movement in the Asia-Pacific region, with many markets moving forward with their offshore wind ambitions and offshore wind auctions being launched and planned across multiple market in H1 and H2 2025.
Accordingly, the offshore wind supply chain of Asia-Pacific (outside of China) is gaining momentum and set to expand massively as the region gets ready to grow its installed capacity nearly five-fold between 2030 and 2040.
While China currently dominates the production of offshore wind components, the broader Asia-Pacific region is scaling up. Several Asian markets are now actively developing supply hubs to support their first large-scale offshore wind projects.
