Colombia will publish the final documents for Latin America’s first-ever offshore wind tender on Monday.

From the draft documents, which were published in October, we know that:

• The tender will be for seabed rights in an area in the northern part of Colombia close to the cities Barranquilla and Cartegena.
• The area is divided into a de-risked area (Area A),wherein bidders can apply for a site without carrying out their own pre-investigations, and a larger nomination area (Area B), wherein bidders define their site and document its suitability through a nomination process.
• Area A encompasses more than 500 km2 of shallow water and could, by Aegir’s calculations, host up to around 2 GW of fixed-bottom offshore wind.
• Winners in the tender will gain exclusive rights to carry out site investigations and plan an offshore wind project in a given area. Following the investigations and planning, the developer then has exclusive rights to apply for and be granted a 30-year maritime concession.
• The awards will be based purely on scoring according to a set of qualitative criteria to ensure that winners have experience and the necessary technical and financial capabilities to build an offshore wind farm.
• The tender process will kick off with prequalification in late December, and results are expected in November 2024.

And this may only be the beginning. Colombia’s largest offshore wind potential lies further North, around the La Guajira peninsula, which is not part of the upcoming tender.
