The offshore wind capacity that is certain to be completed includes 5 projects totaling 5.8 GW that have started construction. Additional ~5 GW could be built by 2030 as these projects have secured Construction and Operation Plan (COP) approval and offtake agreements, but the outlook for these remains uncertain.
